Payroll Clerk Assistant

The Payroll Clerk Assistant is responsible for all tasks relating to payroll processing such as collecting employees’ time sheets and payroll data, calculating wages, issuing statements and deductions, detailing earnings, and preparing paychecks under supervision of the County Clerk. This position assists in all operations of the County Clerk’s Office to ensure it runs effectively and efficiently.

Essential Job Functions

  • Audit and process payroll information transmitted by County offices.
  • Manual entry of time off request sheets and balancing of benefit hours.
  • Review payroll records for changes in exemptions, rates, and deductions.
  • Complete and file W-4, I-9, Direct Deposit, and Oath of Office forms for all employees.
  • Compute federal and state withholding taxes, social security, Medicare, retirement, and other payroll deductions.
  • Validate payroll liabilities including federal and state income tax, FICA taxes, garnishments, voluntary benefit plans, and prepare claims for payroll deductions.
  • Assist with preparing payroll vendor payments.
  • Balance quarterly payroll tax deposits for preparation of claims and prepare quarterly payroll deduction and unemployment reports.
  • Complete and file retirement form.
  • Assist with preparation of annual W-2 forms and 1095C Affordable Care Act forms.
  • Complete Interrogatories for employee garnishments and return to the court.
  • Compete payroll surveys.
  • Compile information for retirement audits.
  • Issue marriage licenses, passports, and liquor licenses.
  • Complete voter registration forms and other related election work.
  • Distribute Section 125 Forms annually to County employees and update payroll records.
  • Employee benefit management and filing.
  • All other duties as assigned.

Preferred Talents

  • Understanding of basic bookkeeping and accounting payable principles.
  • Ability to calculate, post, and manage accounting figures and financial records.
  • Proficient skills in data entry.
  • Experience with spreadsheets, proprietary software, and proficiency in MS Office.
  • High degree of accuracy and attention to detail.
  • High level of confidentiality.
  • Effective communication skills both verbal and written.

Qualifications

  • High school diploma or equivalent.
  • Degree in accounting, finance or related field, preferred.
  • Relevant experience working as Payroll Clerk.

Physical Requirements

This position must be able to sit for long periods of time, operate a computer, office equipment, and may occasionally lift up to 20lbs.

Working Environment

While performing the duties of this job, the employee will be exposed to indoor conditions. The noise level in the work environment is usually moderate.

Pay: $19.50 – $22.50 per hour
